Former longtime deputy city manager Jay Chapa has a new role working with the city of Fort Worth on behalf of the Texas A&M University System and its new downtown Fort Worth campus. The relationship is not a conflict of interest, Chapa said but an asset to contract negotiations with the campus’ private developer.
