Former Fort Worth leader’s involvement in new Texas A&M campus raises ethical questions

Former longtime deputy city manager Jay Chapa has a new role working with the city of Fort Worth on behalf of the Texas A&M University System and its new downtown Fort Worth campus. The relationship is not a conflict of interest, Chapa said but an asset to contract negotiations with the campus’ private developer. Reporter Rachel Behrndt dove into the ethical concerns surrounding Chapa’s new role.
